India Defence News, New Delhi, April 1, 2025 – Defence Secretary Shri Rajesh Kumar Singh released a special issue of the Hindi magazine Samvad at South Block, New Delhi, on April 1, 2025. Published by the Office of Joint Secretary and Chief Administrative Officer (Official Language Section), this in-house magazine aims to showcase the creative talents of Ministry of Defence personnel while promoting the use of Hindi in official work.
Focus on Transparency and Participation
The special issue, themed ‘Transparency and Participation in Government Work’, features 31 articles contributed by civilian and defence personnel across various ranks.
Highlighting inclusivity, the edition reflects diverse perspectives on enhancing openness and collaboration in governance.
For the first time, Samvad is being published twice in a year, marking a significant step in encouraging creative expression within the Ministry.
Platform for Creativity and Hindi Promotion
Samvad serves as a platform to nurture the literary and intellectual abilities of Ministry employees while fostering the use of Hindi in day-to-day operations.
The magazine includes a range of writings, from reflective essays to insightful commentaries, demonstrating the talent within the defence community.

Celebrating Hindi Pakhwada Achievements
As part of the release event, Shri Rajesh Kumar Singh distributed prizes to winners of the Hindi Pakhwada, an initiative organized by the Chief Administrative Office to promote Hindi usage.
The awards recognized outstanding contributions in creative writing and administrative work conducted in Hindi, further motivating personnel to engage with the language.
